Position Summary:

This role is responsible for developing and executing strategic procurement plans for Community Development. Key responsibilities include managing bidding and contracting processes to support land development, mitigate enterprise risk, drive cost containment, enhance operational efficiency, ensure corporate compliance and governance, and deliver critical operational support. The Senior Director leads a team and collaborates closely with Senior Leadership across Marketing, Project Management, Engineering, and Construction to ensure alignment on procurement strategy, budgets, and execution. 

Key Responsibilities:

  • Direct contracting, change order processing, and public/private construction bidding operations across Project Management, Engineering, and Construction.
  • Oversee Capital Improvement Programs for Assessment Districts (AD/CFD) and the Irvine Ranch Water District (IRWD).
  • Ensure divisional compliance with corporate risk management, insurance standards, legal/financial governance, and departmental policies.
  • Oversee technology system compliance and continuous enhancement across key platforms (SharePoint, Coupa, SAP, BIM360, Accutrac, and RPA bots).
  • Direct quality control/assurance programs, internal audits, process improvements, and departmental training.
  • Support the Construction Cost Estimating program, including budget reconciliation and variance analysis.
  • Optimize vendor and partner performance through structured onboarding, continuous evaluation, service assessments, and purchasing Key Performance Indicators.
  • Lead procurement budgeting and financial oversight, including purchase order management, strategic sourcing, cost savings, and value creation.
  • Develop reporting and spend analytics to monitor market trends, identify opportunities, and support executive decision-making.
  • Drive strategic initiatives and cross-divisional procurement efforts to navigate changing landscapes and maximize enterprise purchasing power.

Additional Skills:

  • Proficiency in Google Workspace (Docs, Slides, Sheets) and Microsoft Excel.
  • Strong written and verbal communication
  • Expertise in designing, implementing, and managing new bidding and contracting systems and change management workflows.

Preferred Education:

  • Bachelor's Degree (or equivalent experience)

Preferred Years of Relevant Work Experience:

  • 10+ years of procurement/sourcing experience desired; prior land development purchasing management experience preferred.
  • Thorough understanding of administration and compliance with California public and private contracting laws as well as prevailing wage and public bidding laws and requirements. 

Additional Requirements:

  • Valid California driver’s license; Maintain continuous vehicle liability insurance as required by state law. (This role requires the regular and frequent operation of a vehicle, as defined in the Company’s MVR policy, and is part of the essential duties of this position.)

Compensation:

Base Pay Range: $157,000.00 - $217,500.00

 

Actual placement within this range may vary based upon, but not limited to, relevant experience, time in role, base salary of internal peers, prior performance, business sector, and geographic location.
