Position Summary:
The Strategic Sourcing Manager is responsible for developing the strategy and managing the workload for the agency Temporary Employees and Contracted Janitorial & Porter services required by the ICAC locations. This position will be responsible for developing the Policies and Procedures to manage this resource as well as act as the key liaison between ICAC, TIC HR & Staffing and the contracted vendors and agencies. Additionally, this individual will assist the Procurement Department in the rollout and training related to the upcoming Catalog Procurement rollout. Key responsibilities include writing contracts and Scopes of Work that meet the needs of ICAC, are compliant to all of the local, state and federal laws and regulations related to human capital and focus on the health and safety of the individuals that will be conducting work at the ICAC locations. This position will be responsible for developing reports and presentations that will be provided to the Senior Management Committee for review and approval.
Key Responsibilities:
- Maintains and prioritizes own workload; must have the ability to meet deadlines to insure efficient/effective job coordination and escalate issues as requested or necessary.
- Responsible for the sourcing and management of Janitorial Service Vendors and coordinating Temporary Help requirements for ICAC locations, interfacing with both internal customers and external vendors.
- Responsible for development and execution of the sourcing strategies /concepts and translate these into solutions for internal stakeholder.
- Develop and manage the policies & procedures and any applicable documents required to effectively manage the business, financial and legal obligations of the organization.
- Understand multi-family industry specific requirements as well as division processes/procedures to meet the business needs while at the same time controlling costs and mitigating risk.
- Reviewing specifications for Temporary Help requirements to incorporate internal stakeholder needs along with budgetary requirements in order to meet project deliverables and timelines.
- Ensuring that vendors or service providers comply with all Service Agreements, TIC specific insurance requirements and all regulatory requirements for the services and personnel that they provide.
- Drive continuous improvement with vendor relationships by communicating objective performance metrics, focused on lead time reduction, on-time delivery improvement, quality improvement and cost reduction.
- Evaluate and measure supplier’s performance via quarterly business reviews and initiate corrective action when expectations are not met.
- Develop PowerPoint and other business documents to present project plans and updates to key ICAC leaders for buy-in and support of strategic initiatives.
- Manage the development and preparation of monthly reports for distribution related to the commodity managed by this position.
- Responsible for working with TIC Cross-Divisional Commodity teams to help drive innovation and increased quality while leveraging buying power through strategic cost techniques.
- Work closely with the Procurement, IT, CAP and Audit department in the roll-out of the Catalog Procurement software platform
- Exercise confidentiality in all areas of performance.
- Interface effectively with each level of the organization in a professional manner.
- Perform additional duties as assigned.
Minimum Qualifications / Other Expectations:
- BS or BA degree from an accredited College or University.
- Must have a minimum of 3 years prior experience in HR or Recruiting with a strong knowledge of CA employment laws.
- Must have prior experience working with Temporary Agencies
- Experience in Purchasing is highly desired.
- Prior property management experience desired.
- Must be proficient in Word, Excel (spreadsheets: creations and input) Adobe and Outlook, telephone etiquette, professionalism, excellent communication and written skills/ customer service; ability to interact with all levels of management.
Compensation:
Base Pay Range: $100,100.00 - $128,900.00
Actual placement within this range may vary based upon, but not limited to, relevant experience, time in role, base salary of internal peers, prior performance, business sector, and geographic location.
